text-indent: **px; line-height: **px; font-family: FangSong; font-size: **px; padding: *px **px; margin: *px;">二、中华人民**国境内符合以下要求的自然人、法人及其他组织，除法律、法规另有规定外均可申请竞买。申请人可以单独申请竞买，也可以联合申请竞买，联合申请竞买必须向交易中心提供联合竞买协议，并在协议中明确受让人的同时，联合竞买各方均需办理数字证书方可参加联合申请竞买。</p><p style="text-align: justify; text-indent: **px; line-height: **px; font-family: FangSong; font-size: **px; padding: *px **px; margin: *px;">有欠缴土地出让金、闲置土地、违反合同约定开发建设等不良行为的用地者不得参加竞买。</p><p style="text-align: justify; text-indent: **px;
